Previously, women entrepreneurs were eligible for an interest subsidy of up to 6 percent, while borrowers under other categories could receive subsidies of up to 5 percent. Under the new provision, all eight eligible categories will receive a uniform 3 percent interest subsidy.<\/span><\/p>\n<h2 style=\"text-align: justify;\"><span style=\"font-size: 18pt;\">Concessional Loans Limited to Eight Sectors<\/span><\/h2>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\"><span style=\"font-size: 18pt;\">The government has also restructured the scope of concessional lending. While concessional loans were previously available under 10 categories, the new framework has reduced the number to eight.<\/span><\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\"><span style=\"font-size: 18pt;\">The eligible categories are <strong>agriculture and livestock loans, women entrepreneurship loans, returnee migrant youth self-employment loans, educated youth project loans, Dalit community Bhagat Sarbajit enterprise development loans, startup enterprise loans, boiler replacement loans for industries, and private housing construction loans for natural disaster victims.<\/strong><\/span><\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\"><span style=\"font-size: 18pt;\">The restructuring indicates that the government is shifting from a broad-based concessional lending model toward a more targeted approach focused on production, entrepreneurship, employment generation, and vulnerable or priority groups.<\/span><\/p>\n<h2 style=\"text-align: justify;\"><span style=\"font-size: 18pt;\"><strong>Agriculture Loans Up to Rs 50 Million<\/strong><\/span><\/h2>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\"><span style=\"font-size: 18pt;\">The highest loan limit has been fixed for agriculture and livestock businesses. Eligible borrowers can obtain concessional loans of up to <strong>Rs 50 million<\/strong> for operating agricultural and livestock businesses.<\/span><\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\"><span style=\"font-size: 18pt;\">Similarly, women entrepreneurs can obtain loans of up to <strong>Rs 2.5 million<\/strong>, while returnee migrant youth and educated youth can access loans of up to <strong>Rs 2 million<\/strong> each. Loans of up to Rs 2 million will also be available under the Dalit community Bhagat Sarbajit enterprise development category.<\/span><\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\"><span style=\"font-size: 18pt;\">Startup enterprises can receive up to <strong>Rs 2.5 million<\/strong>, while industries seeking to replace boilers can obtain up to <strong>Rs 5 million<\/strong>. Disaster-affected individuals can receive up to <strong>Rs 500,000<\/strong> for private housing reconstruction.<\/span><\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\"><span style=\"font-size: 18pt;\">The new framework therefore places particular emphasis on agriculture, women entrepreneurs, youth, Dalit communities, startups, and disaster-affected households.<\/span><\/p>\n<h2 style=\"text-align: justify;\"><span style=\"font-size: 18pt;\"><strong>Higher Loan Limits, but Lower Interest Subsidy<\/strong><\/span><\/h2>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\"><span style=\"font-size: 18pt;\">A key feature of the new framework is the contrast between higher loan limits in several categories and the reduction in the government\u2019s interest subsidy.<\/span><\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\"><span style=\"font-size: 18pt;\">For example, the loan limit for women entrepreneurs has been increased from <strong>Rs 1.5 million to Rs 2.5 million<\/strong>. Loan limits for educated youth, Dalit communities, and returnee migrant youth have also been increased.<\/span><\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\"><span style=\"font-size: 18pt;\">However, the interest subsidy available to borrowers has been reduced to 3 percent.<\/span><\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\"><span style=\"font-size: 18pt;\">This suggests that the government is seeking to expand access to credit in targeted sectors while simultaneously reducing its direct financial burden arising from interest subsidies.<\/span><\/p>\n<h2 style=\"text-align: justify;\"><span style=\"font-size: 18pt;\"><strong>Banks Cannot Add More Than 1.5 Percent Premium<\/strong><\/span><\/h2>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\"><span style=\"font-size: 18pt;\">The new procedure has also introduced stricter provisions for banks and financial institutions.<\/span><\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\"><span style=\"font-size: 18pt;\">Banks and financial institutions providing concessional loans will be allowed to charge a premium of <strong>up to 1.5 percentage points over their base rate<\/strong>. Previously, banks could add a premium of up to 2 percentage points over the base rate.<\/span><\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\"><span style=\"font-size: 18pt;\">The new provision is expected to provide greater control over the interest rates charged to concessional loan borrowers.<\/span><\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\"><span style=\"font-size: 18pt;\">Banks and financial institutions will also be prohibited from charging borrowers additional fees other than interest, credit information fees, and insurance charges. This provision is intended to prevent borrowers from being burdened with various additional charges under the concessional lending scheme.<\/span><\/p>\n<h2 style=\"text-align: justify;\"><span style=\"font-size: 18pt;\"><strong>Interest Subsidy Available for Up to Five Years<\/strong><\/span><\/h2>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\"><span style=\"font-size: 18pt;\">The interest subsidy will be available for a maximum period of <strong>five years<\/strong>. According to the new procedure, the subsidy arrangement will remain in effect until the end of <strong>Ashadh 2087 B.S.<\/strong><\/span><\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\"><span style=\"font-size: 18pt;\">The framework also states that an approved loan limit cannot be increased subsequently. In addition, more than one member of the same household cannot receive concessional loans under the scheme.<\/span><\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\"><span style=\"font-size: 18pt;\">These provisions are intended to prevent duplication of government-supported credit facilities within the same family.<\/span><\/p>\n<h2 style=\"text-align: justify;\"><span style=\"font-size: 18pt;\"><strong>Startups Get a Clear Place in the Scheme<\/strong><\/span><\/h2>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\"><span style=\"font-size: 18pt;\">The new framework has explicitly included startup enterprises in the concessional lending program.<\/span><\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\"><span style=\"font-size: 18pt;\">A business will qualify as a startup if it has been registered for no more than <strong>10 years<\/strong>, has not recorded annual transactions exceeding <strong>Rs 150 million in any fiscal year<\/strong>, and is based on innovative and creative ideas with potential for rapid growth.<\/span><\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\"><span style=\"font-size: 18pt;\">The inclusion of startups is expected to improve access to bank financing for new businesses and enterprises based on innovation and new business models.<\/span><\/p>\n<h2 style=\"text-align: justify;\"><span style=\"font-size: 18pt;\"><strong>Banks Responsible for Credit Assessment<\/strong><\/span><\/h2>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\"><span style=\"font-size: 18pt;\">The new procedure does not require banks to approve loans simply because they fall under a government-supported concessional scheme.<\/span><\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\"><span style=\"font-size: 18pt;\">Borrowers must meet the prescribed eligibility criteria, while banks and financial institutions are required to assess the nature and purpose of the project, its feasibility, and the borrower\u2019s repayment capacity before making a lending decision.<\/span><\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\"><span style=\"font-size: 18pt;\">Applicants will generally be required to submit documents including the bank\u2019s loan application form, business registration certificate, Permanent Account Number (PAN), citizenship certificate or national identity card, and a proposal outlining the operation of the business and the intended use of the loan.<\/span><\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\"><span style=\"font-size: 18pt;\">Business registration documents will not be required for concessional loans provided to disaster victims for private housing reconstruction.<\/span><\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\"><span style=\"font-size: 18pt;\">If a bank rejects a loan application, it must provide the applicant with written information explaining the basis and reasons for the rejection.<\/span><\/p>\n<h2 style=\"text-align: justify;\"><span style=\"font-size: 18pt;\"><strong>Government Seeks to Reduce Subsidy Burden<\/strong><\/span><\/h2>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\"><span style=\"font-size: 18pt;\">The previous concessional lending program had increasingly become a financial liability for the government.<\/span><\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\"><span style=\"font-size: 18pt;\">Under the earlier system, the government was required to reimburse banks and financial institutions for interest subsidies after they disbursed eligible loans. Delays in subsidy payments had at times created difficulties for banks, borrowers, and the government.<\/span><\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\"><span style=\"font-size: 18pt;\">The new framework\u2019s decision to limit the subsidy to 3 percent is therefore also seen as an attempt to make the government\u2019s financial obligations more manageable.<\/span><\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\"><span style=\"font-size: 18pt;\">While women entrepreneurs previously received subsidies of up to 6 percent and borrowers in other categories received up to 5 percent, the subsidy has now been standardized at 3 percent.<\/span><\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\"><span style=\"font-size: 18pt;\">For borrowers, however, the actual cost of borrowing will depend on the bank\u2019s base rate and the applicable premium. Therefore, the reduction in government subsidy does not necessarily mean that the final borrowing cost will be uniformly low.<\/span><\/p>\n<h2 style=\"text-align: justify;\"><span style=\"font-size: 18pt;\"><strong>Implementation Remains the Key Challenge<\/strong><\/span><\/h2>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\"><span style=\"font-size: 18pt;\">Introducing a new procedure alone will not guarantee the effective implementation of concessional lending.<\/span><\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\"><span style=\"font-size: 18pt;\">In the past, concerns had been raised over the use of concessional loans outside their intended sectors, misuse of credit, and delays in government reimbursement of interest subsidies.<\/span><\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\"><span style=\"font-size: 18pt;\">The new procedure has clearly defined eligible sectors and loan limits and has also capped the premium banks can charge. However, the major challenge will be ensuring that the loans reach the intended borrowers, are used for productive purposes, and that government subsidies are reimbursed on time.<\/span><\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\"><span style=\"font-size: 18pt;\">The provision allowing agricultural and livestock businesses to access loans of up to Rs 50 million is particularly significant. If such loans reach genuine agricultural and livestock enterprises, they could contribute significantly to production and employment generation.<\/span><\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\"><span style=\"font-size: 18pt;\">However, misuse of such credit could undermine the core objective of the concessional lending program. Effective credit appraisal, monitoring, and post-disbursement utilization checks by banks and financial institutions will therefore be crucial.<\/span><\/p>\n<h2 style=\"text-align: justify;\"><span style=\"font-size: 18pt;\"><strong>Conclusion<\/strong><\/span><\/h2>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\"><span style=\"font-size: 18pt;\">The new procedure represents a significant restructuring of Nepal\u2019s concessional lending framework.<\/span><\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\"><span style=\"font-size: 18pt;\">While loan limits have been increased in several categories and startups have been explicitly included, the government has reduced the interest subsidy to <strong>3 percent<\/strong> across all eligible sectors. At the same time, banks and financial institutions have been restricted to charging a maximum premium of <strong>1.5 percent over their base rate<\/strong>.<\/span><\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\"><span style=\"font-size: 18pt;\">Under the new framework, agriculture and livestock businesses can access loans of up to Rs 50 million, women entrepreneurs and startups can obtain up to Rs 2.5 million, while targeted youth and Dalit community programs can access loans of up to Rs 2 million.<\/span><\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\"><span style=\"font-size: 18pt;\">The success of the new scheme, however, should not be measured simply by the volume of loans disbursed. Its effectiveness will ultimately depend on whether the credit reaches genuine entrepreneurs, farmers, startups, youth, and other targeted groups and whether the funds are used to generate production and employment.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 18pt;\">Concessional lending is therefore more than a low-cost credit program for banks and borrowers. It is a government financial policy intended to promote productive economic activity.
