Banking Khabar / Nepal’s federal parliament is set to begin its budget session on Monday, marking what is considered the most important parliamentary session of the year. The government is scheduled to unveil its policy and programme for the upcoming fiscal year on the opening day itself.
According to the Federal Parliament Secretariat, President Ram Chandra Paudel will address a joint meeting of the House of Representatives and the National Assembly at 4:00 pm, during which he will present the government’s annual policy and programme.
Article 95 of Nepal’s Constitution requires the President to address a joint sitting of both houses at the beginning of the first parliamentary session each year. Through the address, the government is expected to outline its priorities, development plans, and policy direction for the coming fiscal year.
The Parliament Secretariat has asked lawmakers from both houses to arrive at the Parliament building by 3:45 pm ahead of the joint session. Separate meetings of the House of Representatives and the National Assembly are also scheduled for 2:00 pm earlier in the day.
The tentative agenda for the House of Representatives includes reading the presidential letter convening the session, informing lawmakers about recent Cabinet reshuffles, and nominating members to preside over meetings in the Speaker’s absence.
Lawmakers are also expected to discuss and approve the “obstruction removal” order issued under the House of Representatives Regulations–2079, while procedures related to the draft parliamentary regulations will move forward.
The government is additionally preparing to table eight ordinances on the first day of the session. These include amendments to the Public Procurement Act and ordinances related to the Constitutional Council, among other issues that have drawn public and political attention.
The upcoming budget session is expected to focus on economic reforms, attracting investment, restoring private sector confidence, and reviving Nepal’s slowing economy.
